LMCC Summary of Member Resolutions-Advocacy Requests for FY 2002

             April 12, 2001-Member Resolution

Issue: Inconsistencies in Section 90.187 of the Commission's Rules concerning "protection rights" of 25 kHz bandwidth centralized trunked system operating on "old main" channels.
Action: LMCC sent a letter to the Commission on November 12, 1999 asking for clarification. 
Result: Chief of Public Safety & Private Wireless Division replied without clarification, but suggested the LMCC adopt a consensus standard for cases cited in original letter for consideration by the Commission
April 20, 2001-Member Resolution
Issue: Create a task force to address the issue of the Little LEO's continued interest in land mobile radio spectrum.
Action: A task force was formed including AAR, UTC, APCO, and ARINC.
Result: No specific action taken.  Monitoring continues.
April 24, 2001-Advocacy Ballot 01-08
Issue: Prepare a letter to Chief, Automations Branch, WTB, regarding a "super user password" for Frequency Advisory Committees. 
Action: Advocacy Ballot (01-08) along with a draft of the letter sent to membership for approval; ballot passes with 16 members supporting, 0 opposing, and 0 abstaining.
Result:  Letter was filed on April 25, 2001.  Super user password implemented in August 2001. 
June 22, 2001-Advocacy Ballot 01-09
Issue: Prepare a letter to Chief, WTB, regarding PR Docket No. 92-235, Fifth Memorandum Opinion and Order covering the LMCC Frequency Coordination Consensus on the "refarming" proceeding.  When a proposed system's interference contour overlaps an incumbent the coordinator will notify and seek concurrence.  The consensus for adjacent channels relies on a "derating" factor similar to high power mobile operations.  Coordinators/incumbents will have 20 days to resolve and file the concurrence with the FCC.
Action: Advocacy Ballot (01-09) along with a draft of the letter sent to membership for approval; ballot passes with 17 members supporting, 0 opposing, and 4 abstaining.
Result: Letter was filed June 26, 2001.  Awaiting issuance of FCC public notice addressing consensus.
July 17, 2001-Member Resolution
Issue: Prepare an ex parte letter for the ET Docket 00-221 proceeding regarding the allocation and rule for the 1.4 GHz band. 
Action: The letter reiterated the LMCC position taken in its original comments.
Result: Letter was filed July 27, 2001
July 26, 2001-Member Resolution
Issue: The FCC announced a training program initiative called Engineering Excellence to provide FCC staff with the tools to do their job.
Action: LMCC will explore ways to contribute to this effort.
Result: AAA volunteered to contact the FCC.
October 12, 2001-Advocacy Ballot 01-10
Issue: Prepare comments for WT Docket No. 01-146 in the matter of amending Part 90 rule for applications and licensing of low power operations in the PLMR 450-470 MHz band.
Action: Advocacy Ballot (01-10) along with a draft of the comments sent to membership for approval; ballot passes with 12 members supporting, 1 opposing, and 2 abastaining.
Result: The Comments were filed October 12, 2001.
November 12, 2001-Advocacy Ballot 01-11
Issue: Prepare reply comments to WT Docket No. 01-146 regarding amending Part 90 of the Commission's rules for applications and licensing of low power operations in the PLMR 450-470 MHz band.
Action: Advocacy Ballot (01-11) along with draft of reply comments sent to membership for approval; ballot passes with 12 members supporting, 2 opposing, and 1 abstaining.
Result: The reply comments were filed November 13, 2001
January 17, 2002-Member Resolution
Issue: How should the FAC's be affected by the LMCC coordination consensus if a dispute occurs?  What should be done if the coordination consensus needs to be changed?
Action: The membership agreed that all LMCC participants should abide by the consensus, and a dispute resolution procedure should be drafted.
Results: PCIA agreed to draft a dispute resolution procedure.
January 17, 2002-Member Resolution
Issue: Supplying education sessions at the LMCC annual meeting for FCC staff as part of the Engineering Excellence program.
Action: The membership agreed.
Result: AAA will organize this effort.
March 4, 2002-Advocacy Ballot 02-01
Issue: Prepare comments for WT Docket No. 02-08, concerning reallocation of government transfer bands, specifically suggesting that action of the 1392-1395 and 1432-1435 MHz bands be limited to band manager. 
Action: Advocacy Ballot (02-01) along with draft of comments sent to membership for approval; ballot passes with 11 members supporting, 1 opposing, and 2 abstaining.
Result: Comments were filed March 14, 2002, together with petition to accept late filed comments.
